Stuttering of President Jakaya Kikwete's government in taking tough decisions on issues causes former Prime Minister , Edward Lowassa , saying the country lacks courageous leaders who oversee the implementation of what they have chosen in different sectors .
He said the country has a serious problem with much of the remaining Swahili implement what needs to be done much to make everyone starts complaining .
"Here you decided not to implement, people do not have the courage to make difficult decisions , one must be there to decide instead of complaining ."If we agree together things must be done. It should mop the complaining country from the top to the leader of a citizen , "he said.
Lowassa said those words this yesterday in Parliament when Parliament seats as Planning Committee to discuss the National Development Plan for the year 2014/16 .
Lowasa who is MP for Monduli (CCM ) said the government would be better to couple with implementable plans and productivity of the nation .
He added that if he were the leader of the government would focus on three priorities that are employment , the Central Railway and education than to have many priorities.
He noted that the main problem cause the government not to do well in different areas is setting many priorities with limited resources being available and sometime they are not used properly.
" Having many priorities their implementation is a problem, we have to chose a few which we can manage. having many of them at the same time we can not manage.
Employment
He said if he were the leader of the government would begin with the element of labor that goes along with planning."You can not plan without talking about jobs , acknowledge there are many Tanzanians have completed Form Four, Six , university , colleges , standard seven , who are just in the street unemployed .
"If we cannot solve this issue , they will eat the same dish with us, we do not see what happened to our fellow North African ,he said"
Lowassa added that they should look at the issue of jobs very seriously , very possible that each one doing his duty .He noted that Spain was the country 's biggest labor problem immediately after the occurrence of the global economic depression , but they sat down and decided to solve .
"Those colleagues who decided to go to them every investor should give greater commitment to youth employment , after two years were very big step , should we look at this issue very carefully , " he said.Lowassa congratulated Prime Tabora , Fatuma NASA and General District Igunga , my Elibariki to decide the question of youth unemployment .
He said these leaders have dared to take young people who completed university seeks out and give tractors and agricultural land and now they run their operations smoothly.
He added that CRDB Bank have begun to lend to young people who graduated from universities to take their certificates as collateral .
"The Ministry , executives and leaders, everyone would fulfill its responsibility in this matter , I am sure the problem of unemployment will decrease significantly, " he said.
Education
He said the education debate not be neglected since there is a fundamental problem in education in Tanzania and actions are not enough .
He added that he expected the report of a commission set up by the Prime Minister to investigate the problems of education in the country would have been given to MPs debated in parliament and let them know the problems are and how to resolve them .
"It is not enough to take many students in universities and when they finish and went to the market can not find work due to that kind of education they obtained which make them employed .
"Fellow German half degrees divide stems from the knowledge of something and half the remaining stems and knowledge she obtained so each group has guaranteed jobs here , " he said.
He calls out to the public about the problems of education should be are heard and are called to debate the matter should not be left Tanzania and communities including the South East.
" Independently of these factors will continue to be wababaishaji our knowledge and we are left in the world labor market , " he said.
Central Railway
He said another priority is to improve the central railway which will contribute to reducing the damage to the road being built at great cost to the government.
Lowassa commended the Minister of Works, Dr . John Magufuli for his efforts to supervise the construction of roads that now have been largely due zikiharibika and cargoes passing cars .

Lowassa also commended the Minister of Transport , Dr . East Africa
Lowassa urged the government to stop meddling with the presidents of Rwanda , Paul Kagame , Uhuru Kenyatta ( Kenya ), Yoweri Museveni ( Uganda ) who have decided to cooperate with Sudan on issues.
Tanzania says ijielekeze further deepen cooperation with the People's Democratic Republic of Congo , where there is the greatest benefit .
